봄철은 전력 수요가 낮은 반면 일조량은 많아 태양광 발전량이 크게 증가하는 시기다. 이 과정에서 전력 계통 안정을 위해 재생에너지 출력제어가 빈번하게 발생하고 있으며, 기존 태양광 발전사업자들은 발전 중단에 따른 수익 감소를 감수해야 했다.

반면 준중앙제도 참여 사업자들은 전력거래소의 급전지시에 따라 발전량을 유연하게 조절하고, 자발적 제어에 대한 정산금을 지급받으면서 새로운 수익 모델을 만들어가고 있다.

AI 기반 ‘해줌V’로 자동 대응… 출력제어를 수익 모델로 전환

해줌은 자체 개발한 VPP 운영 플랫폼 ‘해줌V’를 통해 출력제어 대응 효율을 높이고 있다. AI 기반 실시간 기상 예측 모델을 활용해 급전지시 대응 속도와 정확도를 높였고, 24시간 자동제어 시스템을 통해 발전사업자가 직접 관리하기 어려운 출력제어 상황을 자동으로 운영한다. 이를 통해 사업자 편의성과 수익 안정성을 동시에 확보했다는 설명이다.

현재 해줌은 준중앙제도 전체 등록 자원 약 470MW 가운데 약 50% 수준인 233MW를 운영하고 있다.

실제 해줌의 준중앙제도 참여 자원은 지난 3월 5회(총 9시간·제어율 3.9%), 4월 3회(총 5시간·제어율 3.5%), 5월에는 21일 기준 3회(총 6시간·제어율 4.11%)의 제어가 진행됐다.

회사는 전력거래소로부터 kW당 9.42원의 정산금을 확보하는 운영 체계를 구축해 출력제어에 따른 발전사업자 손실을 최소화했다고 설명했다. 업계에서는 출력제어 증가가 장기화될 경우 제도 참여 여부에 따라 발전사업자 간 수익 격차도 확대될 것으로 보고 있다.

권오현 해줌 대표는 “준중앙제도는 단순 참여보다 발전량 예측 기술과 신속한 대응 체계가 실제 수익을 결정하는 구조”라며 “해줌은 검증된 플랫폼과 운영 역량을 기반으로 발전사업자들이 시장 변화에 능동적으로 대응하고 안정적인 장기 수익 구조를 만들 수 있도록 지원하겠다”고 말했다.

한편 해줌은 준중앙제도 참여를 희망하는 발전사업자를 대상으로 추가 자원을 모집하고 있으며, 향후 협력 발전소 확대와 함께 VPP 기반 운영 체계 고도화도 지속 추진할 계획이다.

Automated response with AI-based 'Haezoom V'… Transforming output control into a revenue model

Haezoom is enhancing the efficiency of its output control response through its self-developed VPP operating platform, 'Haezoom V'. By utilizing an AI-based real-time weather forecasting model, it has increased the speed and accuracy of its response to dispatch instructions, and through a 24-hour automatic control system, it automatically manages output control situations that are difficult for power plant operators to directly oversee. The company explains that this has simultaneously secured operator convenience and revenue stability.

Currently, Haezoom operates 233 MW, which is about 50% of the total registered resources of approximately 470 MW in the semi-centralized system.

In fact, regarding Haezoom's resources participating in the semi-centralized system, control was carried out 5 times in March (total 9 hours, control rate 3.9%), 3 times in April (total 5 hours, control rate 3.5%), and 3 times in May as of the 21st (total 6 hours, control rate 4.11%).

The company explained that it minimized losses for power generators caused by output control by establishing an operating system to secure a settlement of 9.42 won per kW from the Korea Power Exchange. The industry anticipates that if the increase in output control continues for an extended period, the profit gap among power generators will widen depending on whether they participate in the system.

ハズムは自社開発したVPP運用プラットフォーム「ハズムV」を通じて出力制御対応効率を高めている。 AIベースのリアルタイム気象予測モデルを活用し、給電時の対応速度と精度を高め、24時間自動制御システムを通じて発電事業者が直接管理しにくい出力制御状況を自動的に運営する。これにより事業者の利便性と収益安定性を同時に確保したという説明だ。
