(Economic Adviser and Head of Monetary and Economic Department)に移籍したHélène Reyが、10月1日の欧州システミックリスク理事会*1の第10回年次コンファレンスで、表題の基調講演(原題は「Macroprudential policy: from BIS origins to new frontiers」)を行っている(H/T Mostly Economics)。
Macroprudential policy emerged from the recognition that individually rational actions can destabilise the financial system when taken collectively. This system-wide perspective is increasingly important as risks migrate beyond the traditional banking sector, as illustrated by three recent developments. First, the artificial intelligence boom is financed increasingly through concentrated and opaque structures. Second, non-bank finance and offshore activities create further vulnerabilities via cross-border interconnections. Third, common technological dependencies can turn cyber incidents into system-wide disruptions. Policymakers should monitor emerging risks posed by sectors that may operate outside the traditional regulatory perimeter, to strengthen resilience without curbing innovation or market-based finance.

Cyber risk vs Traditional Macroprudential Risk
Cyber risk is different from traditional macroprudential risk …
Malicious
- 40% of cyber incidents are intentional and malicious (Aldasoro et al., 2020b)
Highly scalable
- Common vulnerabilities can hit thousands of firms at once (Baker and Lee, 2026)
Strategic, not cyclical
- No leverage cycle but risk rises with geopolitical tension (Baker and Lee, 2026) and financial stress (Eisenbach et al., 2025)
… but has similar consequences
Propagation
- It spreads fast through operational and financial linkages (Eisenbach, Kovner and Lee, 2022)
Runs
- Disruptions can trigger withdrawals, even at solvent banks (Duffie and Younger, 2019; Anand, Duley and Gai, 2026)
Trust
- Data integrity attacks erode confidence in the information itself

(Aldasoro et al., 2020b)
(Baker and Lee, 2026)
(Eisenbach, Kovner and Lee, 2022)
(Duffie and Younger, 2019; Anand, Duley and Gai, 2026)
