(Crypto’s Infrastructure Layer for AI and Finance)’ 세션에는 블라디미르 노바코브스키(Vladimir Novakovski) 라이터 창업자 겸 CEO가 참여했다.

From retail investment to institutional finance… a16z sees the next crypto market in Seoul
Crypto, which originated in a peer-centric market for buying and selling virtual assets, is rapidly entering the realm of institutional finance. Moving beyond stablecoins, decentralized finance (DeFi), and Real-World Asset Tokenization (RWA), there is also an accelerating movement to move the infrastructure of traditional finance itself onto the blockchain. Investors' questions are also shifting from "Is crypto necessary?" to "Which financial sectors are moving onto the blockchain, and who will dominate that market?"
These changes permeated the entire event at the 'a16z crypto Korea Summit,' hosted by global venture capital firm Andreessen Horowitz (a16z) at the Chosun Palace Gangnam in Seoul on the 1st. This is the first summit hosted independently by a16z Crypto in Korea.

The event was attended by key partners of a16z Crypto, as well as executives from global blockchain companies including Morpho, Digital Asset (developer of Canton Network), OP Labs (developer of Optimism), and Lighter. The discussions ranged from global digital asset policies and investments to the transition of institutional finance to on-chain, stablecoins, and crypto infrastructure in the era of AI.
It also drew attention that a16z Crypto held its first in-house summit in Korea following the opening of its first Asian office in Seoul last June. At the event, it was repeatedly mentioned that Korea possesses high digital technology adoption and an active crypto user base, as well as that financial institutions and large corporations are reviewing new technologies. It was explained that a local base is necessary to closely understand the users of portfolio companies and to create opportunities for cooperation between domestic firms and portfolio companies.
Guy Wuollet, General Partner at a16z Crypto, observed that the market was also in the process of transitioning from a crypto sector centered on early developers and individual users into an industry involving financial institutions and corporations. The view is that as stablecoins expand beyond payments to financial services such as deposits, loans, and trading, and as institutional on-chain participation increases, the boundary separating crypto from traditional finance is also blurring.
Institutions Move as Regulations Become Clarified… Korea Faces Test for Won Stablecoin
Regulatory clarity was cited as the first condition necessary for institutional finance to move on-chain.
Miles Jennings, Head of Crypto Policy and Legal Affairs at a16z, stated in a policy keynote that companies must be able to comply within the existing regulatory framework, while simultaneously ensuring that standards are clear enough to determine which rules apply to which assets and services. This implies that as rules become more specific, it becomes easier for financial institutions and companies to participate in the market.

Discussions regarding a Korean Won stablecoin were also a major point of interest. At the event, a difference was raised regarding the relationship between the two countries: unlike Korea, which discusses issuing entities centered around banks, the U.S. does not limit issuing entities solely to banks. Jennings explained that an overly restrictive structure makes it difficult to develop services differentiated from existing financial products and could slow down the pace of innovation.
Conversely, in an environment where certain guardrails are established while various operators can compete, there is greater potential for the emergence of new financial products and services based on stablecoins. This is why not only regulatory changes in the United States but also the ongoing legislation regarding Korean Won stablecoins in Korea is drawing attention.
In the subsequent fireside chat, the discussion shifted to the investment market that will emerge after regulation. Stablecoins are evolving beyond simple payment methods into financial infrastructure that connects deposits, loans, and transactions, and new services are emerging where information itself is traded and reflected in prices, such as on-chain prediction markets.

Where Will the 'Next Trillion Dollars' Come From?… The On-Chain Transformation of Traditional Finance
Changes in institutional finance were discussed in more detail in the panel 'Institutional Finance Rail Race: Who Will Bring the Next $1 Trillion On-Chain?' Moderated by Maggie Hsu, Head of Crypto GTM at a16z, the panel featured Paul Frambot, Co-founder and CEO of Morpho; Yuval Rooz, Co-founder and CEO of Digital Assets; and Jing Wang, CEO of OP Labs.
The key was how to move assets and liquidity from existing capital markets onto the chain. By utilizing DeFi, fund providers and borrowers can be connected on-chain, reducing some of the intermediate costs incurred in traditional financial processes. Stablecoins also expand their scope of application by extending beyond payments to include loans, interest, and asset management.
For institutions to operate, the conflict between openness and privacy must also be resolved. Financial institutions cannot simply upload all transaction data to a public blockchain. This is because they must manage transaction parties, data access rights, personal information, and regulatory compliance together. During the explanation of the Canton Network, a structure where only the parties necessary for the transaction can verify information was cited as a critical requirement for institutional finance.
The Korean market was assessed as having a significant gap between individuals and institutions. While the individual user base for crypto is substantial and their understanding of digital finance is high, institutional adoption has been relatively slow due to regulations and the existing financial system. However, as financial institutions and large corporations are reviewing the feasibility of actual utilization, it is projected that market activity could accelerate once regulations are streamlined.
The possibility has also been raised that the stablecoin market, currently dominated by the dollar, could expand to include regional currencies. This is because if the capital market itself moves on-chain, not all users will need to be exposed to the dollar. Stablecoins based on various national currencies, such as the euro and the Mexican peso, are emerging, and in the future, competitiveness may be determined by how closely they are connected to financial products like loans, interest, and currency hedging.
For KRW stablecoins as well, use cases ultimately become more important than the issuance itself. This means that they must be able to make payments, manage funds, and lead to loans or other financial products on the chain to create utility distinct from existing KRW finance.
If AI Trades Instead of Humans… The Next Financial Infrastructure Crypto Is Targeting
In the latter part of the event, the potential for the primary users of finance to expand from humans to AI emerged as a key topic. The perspective is that if AI agents take over purchasing, contracting, and payment processes—replacing the traditional method where humans manually select products and use cards to make payments—the existing financial system must also undergo changes.
The characteristics of blockchain can be utilized in environments where AI agents transact with other agents or exchange small amounts across borders. This is because small-value, cross-border transactions, which are cumbersome or costly in existing financial networks, can be processed using programmable assets and payment infrastructure.
However, the industry did not immediately conclude that the combination of AI and crypto would become a massive market. It was pointed out that while there is high interest in agent-to-agent trading, the utilization of AI agents themselves has not yet fully spread, and the services and reasons for trading with each other are limited.
Vladimir Novakovski, founder and CEO of Leiter, participated in the 'Crypto's Infrastructure Layer for AI and Finance' session.
Korea's manufacturing base was also cited as an area where AI and crypto can intersect. The perspective is that if data generated by robots in manufacturing sites with high industrial robot utilization is turned into learning assets and multiple robots share their experiences, a new market surrounding data production and trading could emerge. The possibility of collaboration between Korean companies and global crypto and AI firms was also mentioned during this process.
A16Z chose Seoul as its first base in Asia due to a combination of these factors. It is not only because of the large number of crypto users, but also because financial institutions, large corporations, startups, and manufacturers coexist, allowing for the testing of new technologies in the real market.
The questions raised at this summit were also far removed from virtual asset prices or trading volumes. The main topics of discussion included when financial institutions' assets and transactions would move on-chain, which financial products would be linked to Korean Won stablecoins, and what payment networks would be required when AI agents participate in economic activities.
Crypto, which began as assets bought and sold by individual investors, is now preparing for the next round of competition over the infrastructure to be used by financial institutions and corporations. a16z, having established its first Asian base in Seoul, is also watching closely to see how quickly this change is entering real-world finance and industry in Korea.
