중소벤처기업부가 기존 창업 지원의 틀을 완전히 바꾸는 새로운 도전에 나섰다. 25일 ‘모두의 창업 프로젝트’ 추진계획을 발표하며, 심사와 선정을 통한 지원 방식에서 벗어나 창업 인재에게 직접 투자하는 방식으로 정책 패러다임을 전환한다고 밝혔다.
프로젝트의 핵심은 아이디어만 있으면 누구나 창업에 도전할 수 있는 환경을 만드는 것이다. 예비 창업가부터 재창업가까지 범위를 넓혀 올해 총 5,000명의 혁신 창업가를 발굴할 계획이다. 지역 균형을 고려해 비수도권 창업가를 기술 창업 분야에서 70% 이상, 로컬 창업 분야에서 90% 이상 선발한다.
지원은 단계별로 이뤄진다. 먼저 선발된 5,000명에게는 창업 활동 자금 200만 원씩을 지원하고, 지역·권역별 오디션을 거쳐 1,100명으로 압축한 뒤 최대 3,000만 원의 사업화 자금을 투입한다. 11~12월 대국민 경진대회를 통해 최종 선발된 200명에게는 10억 원 이상의 자금 지원과 글로벌 진출 등 후속 성장 패키지가 연계된다.
인프라 지원도 탄탄하다. 대학·액셀러레이터 등 100여 개 전담 보육기관이 참여하고, 토스 이승건 대표, 뤼튼 이세영 대표 등 500여 명의 선배 창업가가 멘토단으로 합류한다. 또 국내 AI 스타트업이 개발한 AI 솔루션을 창업가에게 제공하고, 정부가 해당 AI 스타트업의 첫 구매자가 되는 방식으로 AI 스타트업 생태계와 창업가를 동시에 지원한다. 500억 원 규모의 ‘창업열풍펀드’도 조성해 최종 선발 스타트업에 투자 방식으로 자금을 공급한다.
분야는 기술 창업(4,000명)과 로컬 창업(1,000명)으로 나뉜다. 로컬 창업은 매년 1만 명의 창업가 발굴과 1,000개 사 육성을 목표로 하며, 최대 2,000억 원 규모의 투자 펀드 조성도 추진된다.
스타트업 전문 미디어 및 액셀러레이터인 벤처스퀘어의 명승은 대표가 경기 지역 운영 대표로 참여하며, 전국 100여 개 액셀러레이터 등 전담 보육기관과 함께 창업가 발굴·육성을 이끈다.

The core of the project is to create an environment where anyone with an idea can take on the challenge of starting a business. We plan to discover a total of 5,000 innovative entrepreneurs this year by expanding the scope from aspiring entrepreneurs to re-entrepreneurs. To ensure regional balance, we will select over 70% of entrepreneurs from non-metropolitan areas in the technology startup sector and over 90% in the local startup sector.
Support is provided in stages. First, 5,000 selected individuals receive 2 million won each in startup activity funds. After narrowing the field to 1,100 through regional auditions, up to 30 million won in commercialization funds is injected. The 200 finalists selected through a public competition in November and December will be linked with follow-up growth packages, including over 1 billion won in funding and global expansion.
Infrastructure support is also robust. Over 100 dedicated incubation institutions, including universities and accelerators, are participating, and approximately 500 senior entrepreneurs, such as Toss CEO Lee Seung-gun and Rutten CEO Lee Se-young, are joining as mentors. Furthermore, the program simultaneously supports the AI startup ecosystem and entrepreneurs by providing them with AI solutions developed by domestic startups, with the government acting as the first buyer. A 50 billion won "Startup Fever Fund" has also been established to supply capital to the finally selected startups through investment.
The sector is divided into technology startups (4,000 people) and local startups (1,000 people). Local startups aim to discover 10,000 entrepreneurs and foster 1,000 companies annually, and the creation of an investment fund worth up to 200 billion won is also being pursued.

Les 200 finalistes, choisis lors d'un concours public en novembre et décembre, bénéficieront d'un programme d'accompagnement à la croissance comprenant plus d'un milliard de wons de financement et un soutien à leur expansion internationale.
Le soutien infrastructurel est également conséquent. Plus de 100 incubateurs spécialisés, dont des universités et des accélérateurs, participent au programme, et environ 500 entrepreneurs expérimentés, tels que Lee Seung-gun (PDG de Toss) et Lee Se-young (PDG de Rutten), s'y impliquent en tant que mentors. Par ailleurs, le programme soutient simultanément l'écosystème des startups spécialisées en IA et les entrepreneurs en leur fournissant des solutions d'IA développées par des startups nationales, l'État se positionnant comme premier acheteur.
