ADIO는 해외 기업이 아부다비에 진출하고 성장할 수 있도록 사업 설립과 규제·인프라 등을 지원하는 정부 기관이다. 현재 스마트·자율주행 산업, 농식품·수자원, 헬스케어, 핀테크·보험·디지털자산 등 4개 산업 클러스터를 운영하고 있다. 스마트·자율주행 산업 클러스터의 경우 자율주행차와 eVTOL, 해양 시스템, 로보틱스 등의 개발·실증·상용화를 지원하는 방식이다.
한국과 UAE 사이의 제도적 경제협력 기반도 확대되고 있다. 한-UAE 포괄적경제동반자협정(CEPA)은 상품·서비스 시장 개방과 함께 에너지·첨단산업·디지털경제·바이오경제 등 14개 분야의 협력을 포함하고 있다. 한국 정부는 UAE를 중동뿐 아니라 아프리카와 남아시아 시장을 연결하는 물류 거점으로 평가하고 있다.
해시드는 서울을 비롯해 샌프란시스코, 싱가포르, 방콕, 벵갈루루, 아부다비에 거점을 두고 디지털자산과 프론티어 테크 분야에 투자하고 있다. 아부다비 거점에서는 국내 기업의 중동 진출과 현지 기관·규제 당국과의 연결을 지원해왔다.

ADIO is a government agency that supports business establishment, regulations, and infrastructure to enable foreign companies to enter and grow in Abu Dhabi. It currently operates four industrial clusters: smart and autonomous driving, agri-food and water resources, healthcare, and fintech, insurance, and digital assets. The smart and autonomous driving industry cluster supports the development, demonstration, and commercialization of autonomous vehicles, eVTOLs, marine systems, and robotics.
The foundation for institutional economic cooperation between Korea and the UAE is also expanding. The Korea-UAE Comprehensive Economic Partnership Agreement (CEPA) includes the opening of goods and services markets, as well as cooperation in 14 sectors, including energy, high-tech industries, the digital economy, and the bioeconomy. The Korean government regards the UAE as a logistics hub connecting not only the Middle East but also the markets of Africa and South Asia.
