'LP Growth Fund' Launched with 1 Trillion Won in Pension Fund and Corporate Capital as Venture Fund

The domestic venture investment market has grown based on a structure where the Korea Fund of Funds acts as a catalyst and venture capital firms form sub-funds. To continuously expand the scale of venture investment, long-term capital from private limited partners (LPs), such as pension funds, financial institutions, and corporations, must flow in alongside government finances. Until now, high investment risks, the burden of having funds tied up for extended periods, and a lack of standards to compare performance have acted as barriers to entry for private LPs. This is the background behind the government's launch of the 'LP Growth Fund,' which diversifies the investment structure and reduces the burden of losses.

The Ministry of SMEs and Startups and Korea Venture Investment held the 'LP Growth Fund Launch Ceremony' with representatives from contributing institutions at the Seoul Startup Venture Campus on the 13th. At the event, the fund's structure and participating institutions were disclosed, and the '3rd Quarter Fund of Funds Policy Forum' was also held to discuss the potential of venture investment as a means of managing private capital.

The LP Growth Fund is a platform designed to enable various contributing institutions, such as pension funds, financial companies, and corporations, to participate in venture investments tailored to their respective investment objectives and operational conditions. It employs a two-track structure that allows contributors to participate in individual sub-funds or invest through a separate master fund. It also provides mechanisms to mitigate risk, such as first loss reserves and put options.

A total of 18 institutions have decided to invest in this fund. Five institutions, including the Korea Sports Promotion Fund, the Supply Chain Stabilization Fund, the Export-Import Bank of Korea, KMI Korea Medical Research Institute, and Far East Logistics Group, are participating in a venture investment partnership for the first time through the LP Growth Fund.

Three pension funds, including the Korea Sports Promotion Fund, the Industrial Accident Compensation and Prevention Fund, and the Supply Chain Stabilization Fund, have also confirmed their investments. Multiple pension funds are reviewing additional investments, and once final decisions are made, the scale of pension fund contributions is expected to increase by more than five times compared to last year. Last year, the Korea Trade Insurance Corporation (K-TIE) participated in a venture fund for the first time among the pension fund investment pools, investing 20 billion won and establishing the 'LP First Step Fund' with the Fund of Funds.

Lower government equity and increase private capital to 80%

The core of the LP Growth Fund lies in expanding the overall fund size while reducing the proportion of government funding. If private investment institutions invest 340 billion won, the Korea Fund of Funds links it with 170 billion won, resulting in a joint public-private investment of approximately 510 billion won. Subsequently, the fund manager raises additional private capital to form a venture fund worth approximately 1 trillion won.

In typical fund-of-funds investment programs, government funding accounts for approximately 60% of the total amount raised. The LP Growth Fund has lowered the proportion of government funding to about 20% and set the proportion of private investment—including funds raised by consortium investment institutions and fund managers—at about 80%. Through this, the Ministry of SMEs and Startups expects to achieve a venture fund creation effect more than five times greater than the government funding invested.

The funds raised will be invested in strategic industries such as defense, artificial intelligence, beauty, and biotechnology. A consortium of the Export-Import Bank of Korea and BNK Financial Group will establish a defense-specialized fund worth 110 billion won. It will play a role in supplying the capital necessary for the technology development, growth, and export stages of defense companies.

An open innovation fund worth approximately 250 billion won will also be established, with participation ranging from large corporations such as Naver, Hyosung, GS, Sunik Systems, Kukdong Logistics Group, and Taehwa Group to mid-sized and small businesses. By combining the industry networks of participating companies with the investment capabilities of venture capital firms, it will support business cooperation and growth for startups in AI, beauty, bio, and defense.

At the subsequent policy forum, the conditions necessary for private investors to utilize venture investment as a long-term asset allocation tool were discussed. Participants identified the need for data capable of comparing venture investment performance over the long term, return benchmarks, and evaluation and reporting systems to support the internal decision-making of investment institutions. It was also suggested that the connectivity functions of the Fund of Funds should be strengthened to enable investment institutions and fund managers to build sustainable partnerships.

Noh Yong-seok, First Vice Minister of the Ministry of SMEs and Startups, said, “The government must go beyond its role as a seed provider and prepare for the era of Fund of Funds 2.0, which will allow accumulated state capital to flow into venture capital,” adding, “We will strengthen the role of the Fund of Funds as a next-generation venture investment platform by reflecting the voices from the field raised at the forum and the launch of the LP Growth Fund.”

The first investment project for the LP Growth Fund will be announced on the 14th, and fund managers are scheduled to be selected within the fourth quarter of this year. Subsequently, the selected fund managers will proceed with the process of raising additional private capital and forming sub-funds by sector.

The performance of the LP Growth Fund depends more on whether newly invested institutions repeatedly participate in subsequent funds than on the raising of the 1 trillion won itself. While mechanisms to buffer losses can attract initial investment, continuous private capital inflow is possible only if performance indicators comparable to long-term return data and a standardized reporting system are in place. Whether the government can transition from a role of directly supplying funds to one of connecting market capital with fund managers and providing the information necessary for investment decisions is expected to be the distinguishing criterion for 'Mother Fund 2.0'.

“LP Growth Fund”

LP Growth Fund
