98.6% of AI payments are in USD… For KRW stablecoins, settlement network comes before issuance
Dollar-backed stablecoins are dominating the early market in the 'agent economy,' where AI selects and processes payments for goods and services on behalf of humans. According to an analysis by Hashed Open Research, approximately 98.6% of current AI agent payments are processed using dollar-pegged stablecoins. The adoption of the dollar as the primary payment method in the early development environment is solidifying into a settlement infrastructure and service ecosystem. In contrast, discussions regarding domestic Korean Won stablecoins are focused on issues surrounding the issuing entity. Analysis suggests that for the Won to be used as a practical currency in the AI payment market, it must design an independent settlement network, distribution channels, and a digital identity authentication system, along with issuance authority.

Hashed Open Research (HOR), the policy think tank of global blockchain, AI, and content venture capital firm Hashed, published a report titled "Strategies for Korean Won Stablecoins in the Era of the Agent Economy" containing this information.
The report assessed that the competitive axis of the stablecoin market is shifting from coin issuance to payment, settlement, and distribution infrastructure. Payment company Stripe is strengthening its payment and settlement capabilities by successively acquiring blockchain infrastructure firms. Circle, the issuer of the dollar-pegged stablecoin USDC, is also entering the settlement sector by building its own payment blockchain network, 'Arc'.
Unlike global companies pursuing vertical integration from issuance to user touchpoints, discussions in Korea are centered on whether banks or non-banks should issue Korean Won stablecoins. HOR proposed that the scope of policy discussions should be expanded to include the distribution of reserve asset returns, the bargaining power of distributors, access conditions to settlement networks, and decision-making structures.
Payment channels, not issuers, secure revenue… Identity verification is also a core infrastructure
The report analyzed that revenue and dominance in the stablecoin industry are not determined solely by issuance volume. It suggests that retailers possessing settlement networks where actual payments take place, as well as points of contact with consumers and merchants, can secure greater bargaining power.
Issuers generate revenue by managing reserve assets, but they are significantly affected by regulatory changes and interest rate fluctuations. To secure users, they must distribute a portion of their profits to distribution partners, such as wallets, exchanges, and payment platforms. The report concludes that even if issuance rights are secured, it is difficult to guarantee market dominance and profitability without an independent settlement network and a sufficient number of use cases.
AI agent payments have been cited as a factor accelerating competition in currencies and settlement networks. With 98.6% of related payments currently concentrated in dollar-based stablecoins, if this structure becomes entrenched, there is a high likelihood that won-based payment services will also come to rely on overseas blockchains and dollar settlement networks.
In fact, while domestic regulations have not yet been established, the issuance of some won-pegged assets and pilot projects by domestic operators are proceeding by utilizing overseas infrastructure, such as foreign subsidiaries, foreign blockchains, and dollar-denominated stablecoins. The report suggested that a settlement infrastructure that AI agents can actually use should be established alongside a won stablecoin system.
Identity verification has also been presented as a key challenge of the agent economy. This is because for AI to transact on behalf of users, it must be able to verify whether it has been legitimately delegated authority and identify the responsible party in the event of payment errors or disputes.
HOR proposed a plan to combine Korea's existing electronic signature and financial real-name verification systems with blockchain-based identity certification technology. The vision is that by establishing a system to verify the authority, transaction scope, and responsible parties of AI agents, it can be utilized as an identity authentication standard for global agent transactions, extending beyond the Korean Won payment infrastructure.
"Domestic discussions are focused on the general-purpose payment market, which is dominated by the dollar, and competition among issuers," said an official from HOR. "For the Korean won to be used as a settlement currency in the AI agent economy, a strategy is needed to establish an independent settlement network and combine Korea's digital identity authentication system with blockchain."
The competitiveness of KRW stablecoins depends more on securing a trust infrastructure that verifies the settlement paths and transaction responsibilities actually used by AI agents and merchants, rather than on whether issuance is permitted.
