세계는 어느 때보다 촘촘하게 연결돼 있지만, 역설적으로 그 어느 때보다 깊은 분열을 경험하고 있다. 전쟁과 분쟁은 장기화되고, 강대국 간 경쟁은 정치와 경제, 기술, 안보 전반으로 확산되며 국제질서를 흔들고 있다.

공급망과 에너지, 식량은 더 이상 경제의 영역에만 머무르지 않고 국가 안보의 핵심 의제로 떠올랐다. 인공지능(AI)과 디지털 기술 역시 새로운 가능성을 열어주는 동시에 윤리와 규범, 디지털 격차라는 새로운 과제를 던지고 있다.

이런 시대에 협력은 여전히 가능한가. 가능하다면 어떤 방식으로 다시 설계돼야 하는가.

제21회 평화와 번영을 위한 제주포럼이 25일 제주 해비치 호텔&리조트에서 개회식과 세계지도자세션을 열고 본격적인 논의에 들어갔다. 올해 포럼의 대주제는 ‘분열의 시대, 협력의 재구상(Reinventing Cooperation in a Fragmented World)’이다. 이번 포럼에는 9,856명 이상의 참가자와 31개국 이상, 48개 이상의 기관이 참여했으며, 총 187개 이상의 세션이 진행되는 등 역대 최대 규모로 치러졌다.

제주포럼은 2001년 출범 이후 한반도와 동아시아, 국제사회의 평화와 번영을 논의하는 공공 외교 플랫폼으로 성장해 왔다. 올해는 제주가 ‘세계 평화의 섬’으로 지정된 지 21주년을 맞는 해이자, 제주포럼이 외교부와 처음으로 공동 개최되는 해라는 점에서 의미가 더해졌다.

개회사에서 오영훈 제주특별자치도지사는 “지난 21년간 제주가 걸어온 평화의 여정은 이제 더 넓은 협력의 무대로 나아가고 있다”며 “올해 제주포럼은 외교부와 처음으로 공동 개최되며 국가와 지방, 국제사회를 연결하는 대한민국 대표 평화 플랫폼으로 한 단계 더 성장했다”고 말했다.

그는 현재 국제질서를 “촘촘히 연결돼 있지만, 역설적으로 그 어느 때보다 깊은 분열을 경험하는 시대”라고 진단했다. 이어 “지금 우리에게 필요한 것은 과거의 방식을 반복하는 형식적인 협력이 아니라, 국경과 이념, 세대와 지역을 넘어 공동의 문제를 함께 해결할 수 있는 새로운 협력의 틀”이라고 강조했다.

또한 오 지사는 “더 실용적이고, 더 포용적인 연대. 그것이 바로 올해 제주포럼이 말하고자 하는 분열의 시대, 협력의 재구상”이라며 “세계가 분열의 시대를 지나고 있다면 제주는 협력의 시대를 열겠다. 세계가 갈등의 언어에 익숙해진다면 제주는 공존의 언어를 먼저 말하겠다”고 밝혔다.

올해 제주포럼은 반기문 전 유엔 사무총장, 수실로 밤방 유도요노 전 인도네시아 대통령, 하토야마 유키오 전 일본 총리, 검버자브 잔당샤타르 전 몽골 총리, 필리프 뢰슬러 전 독일 부총리 등 세계 지도자들을 초청했다. 차기 유엔 사무총장 후보군으로 거론되는 주요 인사들도 제주를 찾아 다자주의와 국제협력의 미래를 논의했다.

세계지도자세션…무너지는 질서 속 협력의 재설계

세계지도자세션의 화두는 분명했다. 무너지는 다자주의, 강대국 경쟁, 기후위기, AI와 기술 윤리, 중견국의 역할이었다. 모더레이터를 맡은 가렛 에반스 전 호주 외교장관은 “우리가 직면한 문제를 단순히 바라보는 데 그치지 않고, 가장 생산적인 전략이 무엇인지 묻고자 한다”며 논의를 열었다.

반기문 전 유엔 사무총장은 가장 큰 우려로 기후위기, 강대국 간 경쟁, 유엔과 국제기구의 약화를 꼽았다. 그는 “기후변화는 한두 개 국가의 문제가 아니라 전 세계 모든 국가에 영향을 미치는 문제”라며 “파리기후협약은 중요한 성과였지만, 이를 행동으로 옮기는 것은 훨씬 더 어렵다”고 말했다.

반 전 총장은 미국과 중국, 러시아, 유럽연합 등 주요 강대국 간 대화가 약화되고 있는 현실도 우려했다. 그는 “주요 강대국들이 함께 힘을 합쳐야 한다”며 “우리 후손의 미래와 지구의 미래를 생각해야 한다”고 강조했다. 이어 “이 세상 어떤 국가도 독자적으로 살아갈 수 없다. 우리는 협력해야 하고, 형제와 자매, 이웃 국가로 함께 나아가야 한다”고 말했다.

유엔의 역할에 대해서도 쓴소리를 냈다. 그는 “국제기구의 힘이 약화되고 있는 상황이 매우 걱정스럽다”며 “미국은 국제기구로 돌아와야 한다. 세계는 여전히 미국을 중요한 리더로 보고 있다”고 밝혔다. 그러면서 “정치 지도자들이 움직이지 않는다면 세계 시민들이 목소리를 내야 한다”고 덧붙였다.

수실로 밤방 유도요노 전 인도네시아 대통령은 강대국 경쟁 속에서 중견국의 역할을 강조했다. 그는 “강대국들은 자신들이 원하는 게임의 규칙을 만들 수 있지만, 그 과정에서 약소국과 중견국이 피해를 입어서는 안 된다”며 “국제법과 유엔 헌장을 지키는 질서가 필요하다”고 말했다.

그는 기후위기와 빈곤, 팬데믹, 대규모 전쟁과 같은 글로벌 의제는 어느 한 국가가 해결할 수 없다고 지적했다. 이어 “다자주의가 약화되면 이러한 문제에 대응할 방법도 약해진다”며 “한국, 일본, 호주, 인도네시아와 같은 중견국들이 함께 목소리를 내고 균형을 만들어야 한다”고 강조했다.

스타트업 협력과 동아시아 연결의 가능성

하토야마 유키오 전 일본 총리는 ‘우애(友愛)’라는 개념을 중심으로 협력의 의미를 풀었다. 그는 “자신의 존엄과 자유를 존중하는 동시에 타자의 존엄과 자유를 존중하는 것이 우애”라며 “우애는 개인 사이뿐 아니라 지역과 국가 사이에서도 성립되는 이념”이라고 말했다. 그는 동아시아 협력의 가능성을 강조하며 청년과 시민, 스타트업의 교류 확대를 제안했다. 하토야마 전 총리는 “동아시아 공동체는 하루아침에 실현될 수 없지만, 대화와 상호 이해, 협력의 틀을 꾸준히 만들어가야 한다”며 “청년들이 함께 배우고, 교환학생으로 만나고, 스타트업 협업을 통해 서로를 신뢰하는 경험이 중요하다”고 말했다.

또한 협력의 감각은 교과서에서 배우는 것이 아니라 직접 만남을 통해 만들어진다고 강조했다. 이는 국가 간 외교를 넘어 청년, 시민사회, 기업, 스타트업이 새로운 협력의 주체가 될 수 있음을 시사하는 대목이었다.

필리프 뢰슬러 전 독일 부총리는 자국 우선주의가 확산되는 현실을 언급하며 “국익을 우선하는 것은 자연스러운 일이지만, 회복탄력성과 고립을 혼동해서는 안 된다”고 말했다. 그는 국가가 독립성을 갖는 것과 세계와 단절되는 것은 다르다며, 글로벌 도전 과제 앞에서는 협력이 현실적 선택이라고 강조했다.

이날 세션에서 반복적으로 등장한 단어는 ‘중견국’, ‘시민’, ‘청년’, ‘신뢰’였다. 강대국 중심 질서가 흔들리는 상황에서 중견국들이 더 적극적으로 목소리를 내야 한다는 주장과, 국가 간 합의가 어려울수록 도시와 지역, 대학과 기업, 시민사회가 협력의 새 통로가 돼야 한다는 메시지가 이어졌다.

제주포럼이 던진 질문도 여기에 있다. 협력은 정상회담과 국제기구의 의제에만 머무르지 않는다. 청년의 교류, 스타트업의 공동 프로젝트, 지역 간 네트워크, 기술과 기후 위기에 대응하는 실천적 협업까지 확장될 때 협력은 다시 현실의 언어가 된다.

올해 제주포럼은 분열의 시대를 진단하는 데 그치지 않았다. 오히려 분열이 깊어질수록 협력의 방식도 바뀌어야 한다는 점을 확인하는 자리였다. 과거의 다자주의가 국가 중심의 협의체였다면, 앞으로의 협력은 중견국과 지방정부, 기업과 스타트업, 청년과 시민사회가 함께 참여하는 다층적 구조에 가까워질 가능성이 크다.

오영훈 지사의 말처럼 세계가 갈등의 언어에 익숙해지고 있다면, 제주는 공존의 언어를 먼저 말하려 하고 있다. 그 언어가 국제정치의 선언에 머물지 않고, 청년과 스타트업, 지역과 세계를 잇는 실제 협력으로 이어질 수 있을지가 앞으로의 과제다.

제주포럼이 다시 던진 질문은 분명하다. 분열의 시대에도 협력은 가능한가. 이날 제주에서 나온 답은 “가능하다”에 가까웠다. 다만 그 협력은 과거의 방식이 아니라, 더 유연하고 더 실용적이며 더 많은 주체가 참여하는 방식으로 다시 설계돼야 한다.

The opening ceremony of the 21st Jeju Forum for Peace and Prosperity was held at the Haevichi Hotel & Resort Jeju on the 25th. This year's forum runs until the 26th under the theme "Reinventing Cooperation in a Fragmented World."

The 21st Jeju Forum for Peace and Prosperity commenced full-scale discussions on the 25th with the opening ceremony and World Leaders Session held at the Jeju Haevichi Hotel & Resort. The main theme of this year's forum is "Reinventing Cooperation in a Fragmented World." This year's forum was held on the largest scale in its history, with over 9,856 participants from more than 31 countries and 48 organizations taking part, and a total of over 187 sessions being conducted.

Since its launch in 2001, the Jeju Forum has grown into a public diplomacy platform for discussing peace and prosperity on the Korean Peninsula, in East Asia, and in the international community. This year holds added significance as it marks the 21st anniversary of Jeju being designated as an 'Island of World Peace' and is the first time the Jeju Forum is being co-hosted with the Ministry of Foreign Affairs.

Jeju Special Self-Governing Province Governor Oh Young-hoon is delivering the opening address at the Jeju Forum opening ceremony.

In his opening remarks, Jeju Special Self-Governing Province Governor Oh Young-hoon said, “The journey of peace that Jeju has walked over the past 21 years is now advancing to a broader stage of cooperation,” adding, “This year’s Jeju Forum is being co-hosted with the Ministry of Foreign Affairs for the first time, and has grown one step further as Korea’s representative peace platform connecting the nation, local regions, and the international community.”

He diagnosed the current international order as “an era that is tightly interconnected yet, paradoxically, experiences deeper division than ever before.” He further emphasized, “What we need now is not formal cooperation that repeats past methods, but a new framework of cooperation that can solve common problems together, transcending borders, ideologies, generations, and regions.”

Governor Oh also stated, “A more practical and inclusive solidarity. That is precisely the reimagining of cooperation in an era of division that this year’s Jeju Forum aims to convey,” adding, “If the world is passing through an era of division, Jeju will usher in an era of cooperation. If the world becomes accustomed to the language of conflict, Jeju will be the first to speak the language of coexistence.”

This year, the Jeju Forum invited world leaders including former UN Secretary-General Ban Ki-moon, former Indonesian President Susilo Bambang Yudhoyono, former Japanese Prime Minister Yukio Hatoyama, former Mongolian Prime Minister Gombojab Jandanshatar, and former German Vice Chancellor Philipp Rösler. Key figures being mentioned as potential candidates for the next UN Secretary-General also visited Jeju to discuss the future of multilateralism and international cooperation.

World Leaders Session… Redesigning Cooperation Amidst a Collapsing Order

The key topics of the World Leaders Session were clear: crumbling multilateralism, great power competition, the climate crisis, AI and technology ethics, and the role of middle powers. Former Australian Foreign Minister Gareth Evans, who served as the moderator, opened the discussion by stating, “We do not want to stop at simply looking at the problems we face, but want to ask what the most productive strategy is.”

Former UN Secretary-General Ban Ki-moon cited the climate crisis, competition among great powers, and the weakening of the UN and international organizations as his biggest concerns. He stated, “Climate change is not a problem for one or two countries, but one that affects every country in the world,” adding, “The Paris Agreement was a significant achievement, but putting it into action is much more difficult.”

Former Secretary-General Ban also expressed concern over the reality that dialogue among major powers, including the United States, China, Russia, and the European Union, is weakening. He emphasized, “Major powers must join forces,” adding, “We must think about the future of our descendants and the future of the planet.” He continued, “No country in this world can survive independently. We must cooperate and move forward together as brothers, sisters, and neighboring nations.”

He also voiced bitter criticism regarding the role of the UN. He stated, “I am very concerned about the weakening power of international organizations,” adding, “The United States must return to international organizations. The world still views the U.S. as an important leader.” He further added, “If political leaders do not take action, global citizens must raise their voices.”

Former Indonesian President Susilo Bambang Yudhoyono emphasized the role of middle powers amidst great power competition. He stated, “Great powers can set the rules of the game as they please, but weaker and middle powers must not suffer in the process,” adding that “an order is needed to uphold international law and the UN Charter.”

He pointed out that global agendas such as the climate crisis, poverty, pandemics, and large-scale wars cannot be solved by any single country. He added, “If multilateralism weakens, the means to respond to these problems also weaken,” emphasizing that “middle powers such as Korea, Japan, Australia, and Indonesia must raise their voices together and create balance.”

Potential for Startup Cooperation and East Asian Connection

Former Japanese Prime Minister Yukio Hatoyama explained the meaning of cooperation centering on the concept of "fraternity." He stated, "Fraternity is respecting one's own dignity and freedom while simultaneously respecting the dignity and freedom of others," adding that "fraternity is an ideology that applies not only between individuals but also between regions and nations." Emphasizing the potential for East Asian cooperation, he proposed expanding exchanges among youth, citizens, and startups. Former Prime Minister Hatoyama remarked, "An East Asian community cannot be realized overnight, but we must steadily build a framework of dialogue, mutual understanding, and cooperation," noting that "it is important for young people to gain experiences of trusting one another through learning together, meeting as exchange students, and collaborating with startups."

He also emphasized that a sense of cooperation is not learned from textbooks but is forged through direct encounters. This suggested that beyond international diplomacy, youth, civil society, businesses, and startups can become the new agents of cooperation.

Former Mongolian Prime Minister Gombojav Zandanshatar mentioned the historical ties between Jeju and Mongolia, stating, “It is very meaningful to discuss ways to reconnect a divided world in Jeju.” Identifying climate change, supply chain crises, technological advancements, and weakening trust between nations as complex crises, he remarked, “Traditional multilateralism alone is not enough. When global consensus is paralyzed, more flexible forms of cooperation are needed.”

Referring to the reality of the spread of protectionism, former German Vice Chancellor Philipp Rösler stated, “Prioritizing national interests is natural, but resilience must not be confused with isolation.” He emphasized that there is a difference between a nation maintaining independence and being cut off from the world, and that cooperation is a realistic choice in the face of global challenges.

The words that appeared repeatedly during the session were 'middle powers,' 'citizens,' 'youth,' and 'trust.' Arguments were made that middle powers must speak out more actively as the great power-centered order wavers, and messages continued that cities, regions, universities, businesses, and civil society must become new channels of cooperation, especially when reaching agreements between nations becomes difficult.

The question raised by the Jeju Forum lies here as well. Cooperation is not limited to the agendas of summits and international organizations. When it expands to include youth exchanges, joint projects by startups, inter-regional networks, and practical collaboration to address technological and climate crises, cooperation once again becomes the language of reality.

This year's Jeju Forum did not stop at merely diagnosing the era of division. Rather, it served as an occasion to confirm that the methods of cooperation must change as division deepens. If past multilateralism was a consultative body centered on the state, future cooperation is highly likely to move closer to a multi-layered structure in which middle powers and local governments, businesses and startups, and youth and civil society participate together.

As Governor Oh Young-hoon noted, if the world is becoming accustomed to the language of conflict, Jeju is striving to be the first to speak the language of coexistence. The challenge ahead is whether this language will remain merely a declaration in international politics and lead to actual cooperation that connects youth and startups, as well as the local region and the world.

The question posed once again by the Jeju Forum is clear: Is cooperation possible even in an era of division? The answer that emerged in Jeju that day was close to "yes." However, that cooperation must be redesigned not in the manner of the past, but in a way that is more flexible, more practical, and involves the participation of more stakeholders.

第21回平和と繁栄のための済州フォーラムが25日、済州ハビッチホテル&リゾートで開会式と世界指導者セッションを開き、本格的な議論に入った。今年のフォーラムの大主題は「分裂の時代、協力の再構想(Reinventing Cooperation in a Fragmented World)」だ。今回のフォーラムには9,856人以上の参加者と31カ国以上、48以上の機関が参加し、合計187以上のセッションが行われるなど歴代最大規模で行われた。

済州フォーラムは2001年の発足以来、韓半島と東アジア、国際社会の平和と繁栄を議論する公共外交プラットフォームに成長してきた。今年は済州が「世界平和の島」に指定されてから21周年を迎える年であり、済州フォーラムが外交部と初めて共同開催される年という点で意味が加わった。

スタートアップ協力と東アジア連結の可能性

鳩山雪雄元日本首相は「友愛」という概念を中心に協力の意味を解いた。彼は「自分の尊厳と自由を尊重するとともに、他者の尊厳と自由を尊重するのが友愛」とし「友愛は個人間だけでなく地域と国家間でも成立する理念」と話した。彼は東アジア協力の可能性を強調し、青年と市民、スタートアップの交流拡大を提案した。鳩山元首相は「東アジア共同体は一晩実現できないが、対話と相互理解、協力の枠組みを着実に作らなければならない」とし「青年たちが一緒に学び、交換学生として会い、スタートアップコラボレーションを通じてお互いを信頼する経験が重要だ」と話した。

今年、済州フォーラムは分裂の時代を診断するのにとどまらなかった。むしろ分裂が深まるほど協力の方式も変わらなければならないという点を確認する席だった。過去の多国間主義が国家中心の協議体だった場合、今後の協力は中堅国と地方政府、企業とスタートアップ、青年と市民社会が共に参加する多層的構造に近づく可能性が大きい。

オ・ヨンフン知事の言葉のように世界が葛藤の言語に慣れているなら、済州は共存の言語を先に話そうとしている。その言語が国際政治の宣言にとどまらず、青年とスタートアップ、地域と世界をつなぐ実際の協力につながるかが今後の課題だ。

済州フォーラムが再び投げた質問は明らかだ。分裂の時代にも協力は可能か。この日、済州から出た答えは「可能だ」に近かった。ただし、その協力は過去の方法ではなく、より柔軟でより実用的で、より多くの主体が参加する方法で再設計されなければならない。

自2001年创办以来,济州论坛已发展成为一个公共外交平台,致力于探讨朝鲜半岛、东亚乃至国际社会的和平与繁荣。今年意义非凡,正值济州岛被指定为“世界和平之岛”21周年,也是济州论坛首次与韩国外交部联合举办。

今年济州论坛邀请了包括前联合国秘书长潘基文、前印尼总统苏西洛·班邦·尤多约诺、前日本首相鸠山由纪夫、前蒙古国总理贡布扎布·詹丹沙塔尔以及前德国副总理菲利普·罗斯勒在内的世界领导人。一些被认为是下一任联合国秘书长候选人的重要人物也访问了济州岛,探讨多边主义和国际合作的未来。

初创企业合作潜力及与东亚的联系

日本前首相鸠山由纪夫以“博爱”为核心阐释了合作的意义。他指出,“博爱意味着尊重自身的尊严和自由,同时也尊重他人的尊严和自由。”他还补充道,“博爱不仅适用于个人之间,也适用于地区和国家之间。”他强调了东亚合作的潜力,并提议扩大青年、公民和初创企业之间的交流。鸠山前首相表示,“东亚共同体不可能一蹴而就,但我们必须稳步构建对话、相互理解与合作的框架。”他指出,“年轻人通过共同学习、作为交换生交流以及与初创企业合作来积累彼此信任的经验至关重要。”

他还强调,合作意识并非从书本中习得,而是在直接接触中培养而成。这表明,除了国际外交之外,青年、公民社会、企业和初创公司也可以成为新的合作力量。

蒙古国前总理贡布扎布·赞丹沙塔尔提及济州岛与蒙古国的历史渊源,并表示:“在济州岛探讨如何重新连接分裂的世界意义重大。”他指出气候变化、供应链危机、技术进步以及国家间信任的削弱等都是复杂的危机,并表示:“仅靠传统的多边主义是不够的。当全球共识陷入僵局时,我们需要更加灵活的合作方式。”

今年的济州论坛不仅着眼于对分裂时代的诊断,更重要的是,它再次强调,随着分裂的加深,合作方式必须随之改变。如果说过去的多边主义是以国家为中心的协商机制,那么未来的合作很可能朝着多层次结构发展,让中等强国与地方政府、企业与初创公司、青年与公民社会共同参与其中。

正如吴英勋知事所言,如果世界正逐渐习惯于冲突的语言,那么济州岛则努力成为第一个倡导共存语言的地方。未来的挑战在于,这种语言能否仅仅停留在国际政治的宣言层面,并最终促成连接青年与初创企业、连接当地与世界的实际合作。

La cérémonie d'ouverture du 21e Forum de Jeju pour la paix et la prospérité s'est tenue à l'hôtel Haevichi de Jeju le 25. Le forum de cette année se déroule jusqu'au 26 sous le thème « Réinventer la coopération dans un monde fragmenté ».

Le 21e Forum de Jeju pour la paix et la prospérité a débuté ses discussions à grande échelle le 25, avec la cérémonie d'ouverture et la session des dirigeants mondiaux qui se sont tenues à l'hôtel Jeju Haevichi. Le thème principal de cette année était « Réinventer la coopération dans un monde fragmenté ». Cette édition a réuni un nombre record de participants, avec plus de 9 856 personnes issues de plus de 31 pays et 48 organisations, et plus de 187 sessions organisées.

Depuis son lancement en 2001, le Forum de Jeju est devenu une plateforme de diplomatie publique pour discuter de la paix et de la prospérité dans la péninsule coréenne, en Asie de l'Est et au sein de la communauté internationale. Cette année revêt une importance particulière puisqu'elle marque le 21e anniversaire de la désignation de Jeju comme « Île de la Paix Mondiale » et que, pour la première fois, le Forum de Jeju est co-organisé avec le ministère des Affaires étrangères.

Le gouverneur Oh a également déclaré : « Une solidarité plus concrète et inclusive. C’est précisément cette nouvelle conception de la coopération, en cette ère de division, que le Forum de Jeju de cette année entend promouvoir. » Il a ajouté : « Si le monde traverse une période de division, Jeju inaugurera une ère de coopération. Si le monde s’habitue au langage du conflit, Jeju sera la première à parler le langage de la coexistence. »

Cette année, le Forum de Jeju a accueilli des dirigeants mondiaux, dont l'ancien secrétaire général de l'ONU, Ban Ki-moon, l'ancien président indonésien, Susilo Bambang Yudhoyono, l'ancien Premier ministre japonais, Yukio Hatoyama, l'ancien Premier ministre mongol, Gombojab Jandanshatar, et l'ancien vice-chancelier allemand, Philipp Rösler. Des personnalités pressenties pour le poste de prochain secrétaire général de l'ONU se sont également rendues à Jeju pour discuter de l'avenir du multilatéralisme et de la coopération internationale.

Session des dirigeants mondiaux… Repenser la coopération dans un ordre qui s’effondre

Les thèmes clés de la session des dirigeants mondiaux étaient clairs : le multilatéralisme en berne, la compétition entre grandes puissances, la crise climatique, l’éthique de l’IA et des technologies, et le rôle des puissances moyennes. L’ancien ministre australien des Affaires étrangères, Gareth Evans, qui animait la discussion, a ouvert le débat en déclarant : « Nous ne voulons pas nous contenter d’examiner les problèmes auxquels nous sommes confrontés, mais nous devons nous interroger sur la stratégie la plus efficace. »

L’ancien secrétaire général de l’ONU, Ban Ki-moon, a cité la crise climatique, la compétition entre grandes puissances et l’affaiblissement de l’ONU et des organisations internationales comme ses principales préoccupations. Il a déclaré : « Le changement climatique n’est pas un problème qui concerne un ou deux pays, mais un problème qui touche tous les pays du monde », ajoutant : « L’Accord de Paris a constitué une avancée majeure, mais sa mise en œuvre est beaucoup plus complexe. »

L’ancien secrétaire général Ban Ki-moon a également exprimé son inquiétude face à l’affaiblissement du dialogue entre les grandes puissances, notamment les États-Unis, la Chine, la Russie et l’Union européenne. Il a souligné : « Les grandes puissances doivent unir leurs forces », ajoutant : « Nous devons penser à l’avenir de nos descendants et à celui de la planète. » Il a poursuivi : « Aucun pays au monde ne peut survivre seul. Nous devons coopérer et avancer ensemble, comme des frères, des sœurs et des nations voisines. »

Il a également exprimé de vives critiques à l'égard du rôle de l'ONU. Il a déclaré : « Je suis très préoccupé par l'affaiblissement du pouvoir des organisations internationales », ajoutant : « Les États-Unis doivent réintégrer les organisations internationales. Le monde considère toujours les États-Unis comme un acteur majeur. » Il a poursuivi : « Si les dirigeants politiques ne prennent pas de mesures, les citoyens du monde doivent se faire entendre. »

L’ancien président indonésien Susilo Bambang Yudhoyono a souligné le rôle des puissances moyennes dans la compétition entre grandes puissances. Il a déclaré : « Les grandes puissances peuvent fixer les règles du jeu à leur guise, mais les puissances plus faibles et moyennes ne doivent pas en pâtir », ajoutant qu’« un ordre international est nécessaire pour faire respecter le droit international et la Charte des Nations Unies ».

Il a souligné qu'aucun pays ne peut résoudre à lui seul les problèmes mondiaux tels que la crise climatique, la pauvreté, les pandémies et les conflits de grande ampleur. Il a ajouté : « Si le multilatéralisme s'affaiblit, les moyens de répondre à ces problèmes s'affaiblissent également », insistant sur le fait que « les puissances moyennes comme la Corée, le Japon, l'Australie et l'Indonésie doivent unir leurs voix et rétablir l'équilibre ».

Potentiel de coopération entre startups et liens avec l'Asie de l'Est

L'ancien Premier ministre japonais Yukio Hatoyama a expliqué le sens de la coopération en s'appuyant sur le concept de « fraternité ». Il a déclaré : « La fraternité consiste à respecter sa propre dignité et sa liberté tout en respectant celles des autres », ajoutant que « la fraternité est une idéologie qui s'applique non seulement aux relations entre individus, mais aussi entre régions et nations ». Soulignant le potentiel de la coopération en Asie de l'Est, il a proposé de développer les échanges entre les jeunes, les citoyens et les jeunes entreprises. L'ancien Premier ministre Hatoyama a fait remarquer : « Une communauté est-asiatique ne se construit pas du jour au lendemain, mais nous devons bâtir progressivement un cadre de dialogue, de compréhension mutuelle et de coopération », notant qu'« il est important que les jeunes apprennent à se faire confiance en apprenant ensemble, en participant à des échanges d'étudiants et en collaborant avec des jeunes entreprises ».

Il a également souligné que le sens de la coopération ne s'apprend pas dans les manuels, mais se forge au contact direct des autres. Cela suggère qu'au-delà de la diplomatie internationale, les jeunes, la société civile, les entreprises et les start-ups peuvent devenir les nouveaux acteurs de la coopération.

L’ancien Premier ministre mongol, Gombojav Zandanshatar, a évoqué les liens historiques entre Jeju et la Mongolie, déclarant : « Il est très important de discuter à Jeju des moyens de renouer les liens entre un monde divisé. » Identifiant le changement climatique, les crises des chaînes d’approvisionnement, les progrès technologiques et l’affaiblissement de la confiance entre les nations comme autant de crises complexes, il a fait remarquer : « Le multilatéralisme traditionnel ne suffit plus. Lorsque le consensus mondial est paralysé, des formes de coopération plus souples s’imposent. »

Face à la montée du protectionnisme, l'ancien vice-chancelier allemand Philipp Rösler a déclaré : « Privilégier les intérêts nationaux est naturel, mais il ne faut pas confondre résilience et isolement. » Il a souligné la différence entre une nation qui préserve son indépendance et une nation coupée du monde, et a affirmé que la coopération est une option réaliste face aux défis mondiaux.

Les mots qui sont revenus fréquemment au cours de la session étaient « puissances moyennes », « citoyens », « jeunesse » et « confiance ». Il a été avancé que les puissances moyennes devaient s'exprimer plus activement à mesure que l'ordre centré sur les grandes puissances vacille, et le message a continué d'être que les villes, les régions, les universités, les entreprises et la société civile devaient devenir de nouveaux canaux de coopération, en particulier lorsque la conclusion d'accords entre les nations devient difficile.

La question soulevée par le Forum de Jeju se pose également ici. La coopération ne se limite pas aux sommets et aux organisations internationales. Lorsqu'elle s'étend aux échanges de jeunes, aux projets communs de jeunes entreprises, aux réseaux interrégionaux et à la collaboration concrète pour relever les défis technologiques et climatiques, la coopération redevient le langage du réel.

Le Forum de Jeju de cette année ne s'est pas contenté de dresser un constat sur l'ère des divisions. Il a surtout permis de confirmer la nécessité d'une évolution des modes de coopération face à l'aggravation de ces divisions. Si le multilatéralisme d'antan s'appuyait sur un organe consultatif centré sur l'État, la coopération future évoluera vraisemblablement vers une structure à plusieurs niveaux, où puissances moyennes et collectivités locales, entreprises et jeunes pousses, jeunesse et société civile participeront de concert.

Comme l'a souligné le gouverneur Oh Young-hoon, si le monde s'habitue au langage du conflit, Jeju aspire à être la première à parler le langage de la coexistence. Le défi à venir est de savoir si ce langage restera une simple déclaration sur la scène politique internationale et s'il débouchera sur une véritable coopération, unissant la jeunesse et les start-ups, ainsi que la région et le reste du monde.

La question posée une fois de plus par le Forum de Jeju est claire : la coopération est-elle possible même en période de division ? La réponse qui s’est dégagée à Jeju ce jour-là était proche du « oui ». Toutefois, cette coopération doit être repensée, non pas comme par le passé, mais d’une manière plus souple, plus pragmatique et impliquant un plus grand nombre d’acteurs.
